How to get these small white dots off my chest?

I have these tiny white dots on my chest it looks like discoloration. Is this like maybe a fungus or whiteheads I'm not sure. I went to the Derm about 2 months ago she said it was fungal and gave me some sufur soap. I took it for 8 days and it did not help. I haven't used anything since then. Anyways what does this sound like to you? Please help this is really ugly!
