My 3 yr old has upper resp virus. should he stay home? no fever, just cough & congestion that worsens at ight>?

He is in a home care setting with 5 other children ranging in age from 7 mos. to 3 yrs. I totally forgot to as pediatrician. I don't appreciate parents sending a child they know is contageous and I in turn never want to be the cause of getting another child sick.
