Should we all have access to our own local Television Cable channel in each major Town?

Why is it we are not able to tune in to our own localised News, What's On, Police Reports, Planning Applications, Births Marriages and Deaths etc, on a Television programme, where we get to know quickly everything that is happening in our town and local villages. (Not dreary old CEEFAX) We are reading Newspapers less and less, by the time they are printed, its old news anyway, but if we had our own TV Channel 24/7 which we could contact and see everything in one place, presented and spoken by local people, even using web cams from home or office to get over a point or criticism, this, I feel is the way forward. We have too many places to write stuff at the moment it needs organising, I think this would be the best option for the future.
