Could a practical electromagnetic "force field" be made?

Electromagnetism is the force that we see most often and holds matter together, so could it be used to repel matter? Obviously, this could work for electrically conductive materials, but if it was powerful enough, could it repel lead bullets? Could this be done with future technology?
