Do ALL cities and towns eventually become like downtown LA or the rough part of New York and Jersey?

An aweful lot of towns in the United States are building more and more apartments and other things, and becoming more Urban, is this bound to happen everywhere, has anyone seen how rough down town Los Angeles is for example, it's like there is nothing natural about it, people are feelingless, no one trusts anyone else, people only care about making money, selling drugs, etc....there are tons of frightening sad looking apartments, there is nothing wholeistic or truly happy in places like this, is this how all cities do turn out, do some small towns not follow this trend ? I have no basis to compare never really having traveled to very many places besides, LA, Solvang, California, Burbank, Pasadena, Lancaster, Ca etc......
