Landlord returned 1/3 of security deposit based on inflated charges?

I rented a house for 6 months and when I left at the end of the lease, I thoroughly cleaned the home. Now six weeks later, after sending the landlord a letter regarding getting the security deposit back, I get a letter with overblown and erroneous charges. I had already filed a case in small claims court for the return of the deposit after it was taking so long to be returned. The deposit was $1600.00 and he only sent back $400.00 There was not $200.00 worth of damage, beyond normal wear and tear. I think the tenant who was supposed to move in after I left didn't and now he is trying to use my deposit as another month's rent that is covered. Should I go to court to dispute the over inflated charges?
