You are thinking about Utopian socialism or Marxism. Many political figures have claimed to be a complete socialist, but have not. Throughout history their government has hoarded money and abused the proletariat. With everyone pissed off, there came restrictions on freedom of speech, which Marx did not advocate. Nor was there suppose to be military use to enforce rebellious people who should be compliant with the government. So all socialist societies ended up being communist. Lenin's policies before his death in 1924 seemed very close to Marxism.
