Why is Lou Whitaker not in the Hall of Fame, but his contemporary Ryne Sandberg is? Whitaker played 19?

Not only is Sweet Lou not in the hall. He didn't even get enough votes his first year to remain on the ballot. Toss Allan Trammel into the same group. Why isn't he getting more votes? Its a bias against Detroit. Any player who plays for NY, Boston or the Cubs gets in before a similar player from anywhere else.
